553 5.7.2 [TSS09] All messages from IP will be permanently deferred
This is the step after TSS04. Yahoo has decided the IP is a spam source and has stopped accepting from it altogether. The phrase "Retrying will NOT succeed" is literal: no retry schedule clears it. Only a change in the sender's behaviour and a request to Yahoo does.

Who sends it
Yahoo and AOL inbound servers at connection or MAIL FROM, for IPs whose complaint rate, trap hits or volume pattern crossed Yahoo's hard threshold. Senders usually see days of TSS04 deferrals before it.
Why it happens
- A sustained high complaint rate from Yahoo users.
- Repeated delivery to spam-trap addresses, which means the list contains scraped or very old addresses.
- Ignoring TSS04 by retrying aggressively or moving the same mail to adjacent IPs.
- A compromised server sending phishing to Yahoo users.
How to fix it
Stop sending to Yahoo from that IP
Pause the queue for yahoo.com, aol.com and the other Yahoo domains. Continued attempts only add to the evidence.
Find the list problem
Permanent deferral almost always means trap hits. Remove every address that has not engaged in a year and anything that came from a purchase, a scrape or an unconfirmed signup.
Fix the source
If a compromise caused it, rotate credentials, patch, and verify the outbound queue contains only mail you intended.
Apply to Yahoo sender support
Submit the IP, the DKIM domain and a description of what changed through Yahoo's sender support form. Be specific; generic "please unblock" requests are declined.
